The P-Chain records validator sets across the network. Avalanche L1s are separate validator sets; the older Subnet model remains supported, but Avalanche documents L1s as the current path for new networks.
AVAX committed to a Primary Network validator is locked for its validation term and returned when that term ends. Those staking terms are separate from an Avalanche L1's own validator and token rules, so a C-Chain comparison does not describe every Avalanche network.
